Regulatory Developments

The Russian Ministry of Digital Development, Communications and the Mass Media has published the results of online meetings with representatives of the IT industry regarding the law on amendments to the Russian Tax Code.

For information:

More than 400 companies have been removed from the Register of accredited companies that work in the field of IT in Russia.

Practice

The Russian President has held a working meeting with the head of the Russian Federal Tax Service. The Head of the Service has reported a significant increase of tax revenues to the state budget and that out of the RUB 900 billion of VAT refunds to companies, RUB 750 billion are provided within 8 days while the timeframes for receiving personal income tax deductions currently do not exceed 12 days.

The Russian Federal Tax Service:

• will instruct lower level tax authorities not to hurry to send materials on tax avoidance to investigative authorities for criminal cases to be instituted.

Starting from 1 January 2023, the Convention will be terminated between the Government of the Russian Federation and the Government of Ukraine for the avoidance of double taxation with respect to taxes on income and the prevention of fiscal evasion dated 8 February 1995 (Information Message of the Russian Ministry of Finance dated 23 August 2022).
