Russia’s export controls in snapshot

The Russian export control regime draws on international agreements such as the Wassenaar Arrangement. Alexander Kosov provides an introduction.

Under the federal law No. 183-FZ dated 18 July 1999 ‘On Export Control’ foreign trade activity involving goods, information, work, services and results of intellectual activity (rights thereto) that may be used in the development of weapons of mass destruction, their delivery vehicles and other types of arms and military equipment, or in the preparation and/or performance of terrorist attacks, are subject to control in the Russian Federation. The Russian export control regulation is based on the respective international agreements, in particular, the Wassenaar Agreement.

Control lists

Currently, there are six lists of of controlled goods approved by the orders of the Russian president:
  • The List of Nuclear Materials, Equipment, Special Non-Nuclear Materials and Respective Technologies Subject to Export Control, as approved by Order No.202 of the Russian president, dated 14 February 1996;
  • The List of Equipment, Materials and Technologies that May be Used in the Development of Missile Weapons and that are Subject to Export Control, as approved by Order No. 1005 of the Russian president, dated 8 August 2001;
  • The List of Chemicals, Equipment and Technologies that May be Used in the Development of Chemical Weapons and that are Subject to Export Control, as approved by Order No. 1082 of the Russian president, dated 28 August 2001;
  • The List of Dual-Use Equipment and Materials and Respective Technologies Used for Nuclear Purposes Subject to Export Control, as approved by Order No. 36 of the Russian president, dated 14 January 2003;
  • The List of Microorganisms, Toxins, Equipment and Technologies Subject to Export Control, as approved by Order No. 1083 of the Russian president, dated 20 August 2007;
  • The List of Dual-Use Goods and Technologies that May be Used in the Development of Arms and Military Equipment and that are Subject to Export Control, as approved by Order No. 1661 of the Russian president, dated 17 December 2011.
