Overview of developments in legislation and case law for February 2021
The laws that have been signed are:
- No. 3-FZ on the improvement of legal regulation in forestry;
- No. 6-FZ on tax control over prices;
- No. 8-FZ, in particular, on the taxation of dividends;
- No. 9-FZ on wider access of Russian exporters to export insurance products;
- No. 16-FZ on the concept of an “officer” being redefined for criminal liability purposes;
- No. 17-FZ on facilitating the move of foreign companies into Russia under a redomicilation procedure;
- No. 19-FZ on more stringent administrative liability for offences involving personal data;
- No. 23-FZ on the liability of persons controlling a financial organisation;
- No. 27-FZ in terms of accreditation of branches and representative offices of a foreign legal entity.
The Russian Government:
- by Resolution No. 104 dated 3 February 2021, has expanded the set of tools for registering contracts concluded outside a stock exchange;
- by Resolution No. 109 dated 4 February 2021, has extended into 2021 the effect of licences and other permission documents in a number of spheres and industries;
- by Resolution No. 181 dated 13 February 2021, has extended the experiment with traceability of goods.
