REGULATORY DEVELOPMENTS

The Convention has been signed between the Government of the Russian Federation and the Government of Japan on the elimination of double taxation and the prevention of fiscal evasion.

The draft budget for 2018 and planned budgets for 2019-2020 have been submitted to the State Duma. In particular, they provide for: the indexation of rates of excise duties for separate types of excise goods to be established in 2018; and the movement of the timeframe from 2018 to 2019 for the transfer of powers to constituent entities of the Russian Federation to set benefits for corporate property tax with respect to movable property. The 30% tariff of insurance contributions to non-budgetary funds will be retained until 2020.

The State Duma has passed in the first reading the following of the Government’s draft laws:

  • “On amending the Russian Tax Code (in connection with implementing the international automatic exchange of information on financial reports and of documentation relating to international groups of companies)”;
  • on amending the refund procedure for taxes and other payments charged in excess in favour of the public purse and funds;
  • on providing an opportunity to pay in instalments the amounts of taxes due to the government based on the results of a tax audit.

The draft law on the regulation of cryptocurrencies will be ready in October.

It has been announced at a session of the Bureau of the Forum on Tax Administration (FTA) in Oslo that the Russian Federal Tax Service will continue to coordinate an international project of using digital technologies to enhance the efficiency of tax administration. The model developed by the Russian Federal Tax Service to assess whether tax administration is digitally mature will become a base for larger-scale research dedicated to forming a tax authority of the future. The Bureau's members have also approved the proposal of the Russian Federal Tax Service to conduct project research into implementing online cash registers based on the Russian experience of creating a cash register equipment system of the new generation.
