Overview of developments in legislation and case law for April 2021
The laws that have been signed are:
- No. 100-FZ, which, in particular, obliges foreign companies to provide information concerning their members;
- No. 92-FZ on enhancing procedures applied during the bankruptcy of financial institutions;
- No. 99-FZ on the specifics of regulating the labour of workers in the area of industrial safety, the safety of hydrotechnical facilities, the electric power industry and heat supply;
- No. 97-FZ on the right of the Russian Government: to determine categories of goods to which incomplete and periodical customs declaration applies;
- No. 86-FZ on the obligation of state corporations to justify the initial (maximum) prices of contracts in state procurement;
- No. 74-FZ on the compensation of moral harm caused to an employee as a result of his/her employment rights being violated;
- No. 69-FZ on the possibility of an administrative penalty of less than the minimum amount established by the regional law on administrative offences;
- No. 76-FZ on decreasing measures of administrative influence on small financial institutions.
The Russian Government:
- By Resolution No. 604 dated 16 April 2021 has approved the rules for forming and maintaining the unified register of control (supervisory) measures;
- By Resolution No. 622 dated 19 April 2021 has restricted the volume of information provided to audit companies controlled by foreign companies.
