Overview of developments in legislation and case law for July-August 2021
Laws adopted:
- No. 305-FZ on multiple amendments to the Russian Tax Code (Pepeliaev Group's Comment);
- No. 344-FZ on the matters of protecting and encouraging capital investments;
- No. 311-FZ on amendments to the Russian Labour Code in the area of labour protection;
- No. 360-FZ on simplifying and improving the public procurement procedure;
- No. 275-FZ on extensive amendments to the Russian Town Planning Code;
- No. 236-FZ on the set of measures to force IT companies to comply with Russian legislation;
- No. 347-FZ on establishing a system for tracking advertisements in the Internet (Pepeliaev Group's Comment);
- No. 331-FZ on the specifics of legal regulation for participants in experimental legal treatment in the area of digital innovations (Pepeliaev Group's Comment);
- No. 241-FZ on criminal liability for unlawful actions during bankruptcy and for deliberate bankruptcy (Pepeliaev Group's Comment);
- No. 296-FZ on the legal grounds for limiting greenhouse gas emission.
The Russian Government:
- in its resolutions No. 1108, No. 1109 and No. 1110 dated 1 July 2021, has determined the operating rules for the national product traceability system;
- in its Resolution No. 1183 dated 14 July 2021, has adjusted the regulation to the effect that the entities performing transactions with monetary funds or other property must submit information to the Federal Financial Monitoring Service;
- in its Resolution No. 1187 dated 14 July 2021, has updated the requirements for companies' internal anti-money laundering regulations;
- in its Resolution No. 1250 dated 24 July 2021, is introducing, starting from 2023, the new type of employment record books;
- in its Resolution No. 1279 dated 30 July 2021, has approved the procedure for conducting an experiment with a view to the optimisation and automation of processes associated with the issuing of permits.
