Overview of legislative developments for November-December 2021
The laws that have been signed are:

No. 430-FZ on improving the regulation of legal relationships in the area of real estate;

No. 427-FZ on liability for failing to equip pollution sources with automatic control systems;

No. 423-FZ on creating, using the Russian Central Bank's base, an information platform ‘Know Your Client’ for anti-money laundering control purposes;

No. 417-FZ on digital transformation in the sphere of the compulsory execution of enforcement documents;

No. 382-FZ on amendments to the Tax Code, specifically in matters of excise duties, mineral extraction tax and personal income tax (see Pepeliaev Group's Commentary);

No. 380-FZ on liability of financial market organisations for failing to provide information about clients;

No. 379-FZ on the unified tax payment for legal entities and individual entrepreneurs;

The Russian Government:

has approved the experiment of providing services to small and medium-sized businesses based on a digital platform ( Resolution No. 2371 dated 21 December 2021);

has extended licences and permits in a number of areas to apply in 2022 ( Resolution No. 2284 dated 14 December 2021);

has expanded the pool of participants in the experiment involving the simplified issuing of licences and permits ( Resolution No. 2176 dated 2 December 2021);

has prolonged the pilot project of implementing a tax free system ( Resolution No. 1984 dated 20 November 2021);

has approved an expanded FOT 3.0 programme for granting loans to businesses on concessionary terms ( Resolution No. 1850 dated 28 October 2021);

has determined the rules for supporting small and medium-sized businesses from affected industries ( Resolution No. 1849 dated 28 October 2021);
-
has extended the timeline for lists of goods and packages that are subject to waste recovery ( Decree No. 3324-r dated 25 November 2021).
