Overview of legislative developments for September-October 2022
The laws that have been signed are:

No. 385-FZ on digitalisation of tenders for land plots;

No. 400-FZ regarding the specific aspects of securing customs payments during transits within the EAEU;

No. 401-FZ regarding the use in the EAEU of navigation seals for tracking transportation of cargoes;

No. 408-FZ regarding the procedure for interaction between the Central Bank of Russia and the Ministry of Internal Affairs on fraudulent activities during money transfers (see the update of the Central Bank of Russia).
The Russian Government has:

updated the procedure of state control over compliance by parties involved in foreign trade with export control legislation (see Resolution No. 1572 dated 7 September 2022);

adjusted the regulations on a state environmental expert review (see Resolution No. 1562 dated 5 September 2022);

updated the list of workplaces with respect to which a special assessment of working conditions is carried out in view of specific aspects (see Resolution No. 1830 dated 14 October 2022);

specified the rules for labelling tobacco products, footwear, photo products, consumer goods, perfume and eaux de toilette, tyres, dairy products and bottled water (see Resolutions No. 1861 and No.1862 dated 19 October 2022);

established that all public systems will be switched to the single platform GosTech (see Directive No. 3102-r dated 21 October 2022 and the Government’s update).
