Regulatory developments

The State Duma has adopted a law extending the unified tax payment to companies and entrepreneurs.

The Russian Ministry of Finance has:

  • put a draft law before the  Russian Government on adjusting the taxation of international holding companies;

  • begun  negotiations with the Swiss authorities on the adjustment of the double taxation treaty.

The Russian Ministry of Economic Development:

  • has proposed to link  tax incentives for groups of companies to their investments;

  • believes that the ‘golden passport’ programme will help to attract hundreds of new investors to Russia;

  • proposed to exempt business from VAT on goods transferred to non-profit organisations as part of charitable activity;

  • plans to allow businessmen to register personal funds and trusts in the special administrative regions (SAR) in Kaliningrad and Vladivostok (so far only for foreign citizens).

The Russian Ministry of Industry and Trade of Russia has prepared a draft amendment adjusting the Resolution of the Government of the Russian Federation on the collection of recycling fees.

The Russian Ministry of Natural Resources has improved the methodology for calculating the environmental charge.

The Russian Government is ready to punish enterprises that are located in the 12 dirtiest cities of the country if they do not reduce emissions into the atmosphere by 20% by 2024.

Russia has signed up to the charge (5%) on the turnover of carbon units in the Adaptation Fund under the ‘centralised mechanism’ for recognising them.

A fee in favour of domestic telecom operators may appear for foreign streaming services.

The Head of the Russian Federal Tax Service Daniil Egorov has spoken about new tax regimes for business, tracking product prices and a threefold increase in payments in the form of dividends to Cyprus.

In the first half of 2021, as a result of desk and field tax audits, Russian enterprises have additionally accrued RUB 170.2 billion of tax payments and fines.
