Restrictions and measures of state support for business: the digest for 18-31 May 2026

DRAFT LAWS

The State Duma has passed:

  • amendments, in the third reading, to the Code of Administrative Offences – individual fines can be imposed for similar violations identified during the same audit (draft law No. 1120750-8);

  • amendments, in the first reading, to the Law on Joint Stock Companies concerning the protection of holders of preferred stock if the order of priority has been violated for distributing dividends (draft law No. 1191448-8).

 

LEGISLATION

The President has:

  • extended until 31 August 2026 the simplified import procedure for certain goods from the Eurasian Economic Union (EAEU). Such goods are permitted to be imported into Russia, without documents confirming their origin and without labels. The recipient is obliged to declare the goods and arrange for them to be transported/placed in bonded warehouses and labelled (Ruling No. 362 dated 30 May 2026);

  • extended the temporary procedure for obligations to be fulfilled to certain foreign creditors to cover bank savings accounts/deposits (Ruling No. 377 dated 1 June 2026).

The Government has:

  • exempted, on a temporary basis, importers from the obligation to pay a security deposit under the system for confirming a pending supply of goods (SPOT). The exemption for goods from the EAEU will be in effect until 30 June 2026, while for the goods from the Republic of Belarus it will have effect until 31 October 2026 (Decree No. 641 dated 29 May 2026);

  • approved new rules for retail sales. Further, the procedure has been determined for sales on marketplaces, including how agreements are concluded and products are returned (Decree No. 657 dated 30 May 2026).
