A simplified confirmation of the conformity of imported/released products can be extended

The Russian Government’s draft decree

Public discussions are now taking place.

Amendments have been proposed to Annex No. 18 to the Russian Government’s Decree No. 353 dated 12 March 2022 on the specifics of permission-based activities in Russia.

The deadline can be extended until 1 September 2026, when the following are permitted:

• to import goods that are to be assessed from the perspective of whether they comply with mandatory requirements, taking into account the specific aspects that have been established;

• to import products that are to be circulated solely in Russia without labelling, including labelling with the Eurasian Conformity mark and the conformity mark;

• to use a simplified procedure for assessing whether products conform to compulsory requirements in the form of the certification / declaration of conformity when products are released for circulation in (imported into) Russia.

LEGISLATION

The Russian President has signed laws whereby:

• the provisions have been clarified regarding sanctions being imposed for obstructing audits (see No. 236-FZ dated 23 July 2025 );

• unlabelled products which have been confiscated will be channelled for humanitarian purposes(see No. 237-FZ dated 23 July 2025);

• the rules for reserving time have been updated for freight carriers crossing the state border (see No. 241-FZ dated 23 July 2025);

• the deadline can be extended for obtaining a patent for an invention after information has been disclosed (see No. 235-FZ dated 23 July 2025 );

• regions will be assisted with the procurement of medicines for orphan conditions (see No. 252-FZ dated 23 July 2025);

• a register of companies will be maintained for the purpose of biological safety (see No. 261-ФЗ dated 23 July 2025 );

• the concept of strategically important medicines has been enshrined in the law (see No. 268-FZ dated 23 July 2025);

• the conditions have been determined under which a Russian subsidiary will be included in the list of economically significant enterprises (ESEs) (see No. 350-FZ dated 31 July 2025);

• operational rules have been established for digital platforms (see No. 289-FZ dated 31 July 2025 and No. 290-FZ see Pepeliaev Group's comment);

• judges have been allowed to return administrative protocols to be revised (see No. 300-FZ dated 31 July 2025 );

• the process of issuing permissions will be streamlined and automated (see No. 304-FZ dated 31 July 2025 );

• the obligations of subjects of CII (critical information infrastructure) have been revised in relation to their use of software (see No. 325-FZ dated 31 July 2025 );

• the state information system (SIS) for monitoring may contain information about the country of origin of labelled goods (see No. 343-FZ dated 31 July 2025 );

• the deadline has been moved for adopting an electronic document management system for the circulation of products containing alcohol (see No. 274-FZ dated 31 July 2025 ).

How projects involving the development of end-to-end technologies will be implemented

The Russian Government’s Decree No. 1141 dated 31 July 2025

Comes into effect on 28 January 2026.

Pursuant to Federal Law No. 523-FZ On Technological Policy in the Russian Federation dated 28 December 2024, rules have been approved for:

• developing and executing plans for activities aimed at implementing projects involving the development of end-to-end technologies. Requirements have been established for draft plans and supporting documents, as well as for the filing procedure, the period for reviewing them and grounds for rejecting them;

• entering into, amending and terminating agreements to develop end-to-end technologies. The requirements for parties to an agreement have been specified;

• monitoring the performance of such agreements.

A template agreement to develop end-to-end technologies has also been approved.
