Draft federal law No. 876963-8
The law has been passed by the State Duma.
Federal Law No. 281-FZ “On special economic measures and coercive measures” dated 30 December 2006 has been amended so that coercive measures:
apply to the organisations and individuals listed in the resolutions adopted by the UN Security Council or those included in the sanctions list further to a resolution of its subsidiary bodies;
include but are not limited to measures that involve the freezing (blocking) of monetary funds and other assets (conditions have been determined).

The law has been passed by the State Duma.
Amendments have been drafted to Federal Law No.46-FZ dated 8 March 2022 regarding special regulation against the backdrop of sanctions.
It has been proposed that the Government's powers be extended to establish specific aspects, among other things, of:
the import into Russia of goods that are subject to mandatory confirmation of conformity;
how state control (supervision) or municipal control should be organised/implemented;
permission-based regimes (licensing, accreditation, attestation, state registration and similar);
applying the parallel import mechanism;
the entry into force of regulations setting out mandatory requirements.
It is planned that the law will come into effect on 1 January 2026.
LEGISLATION
The Russian Ministry of Industry and Trade’s Order No. 4769 dated 26 September 2025
Came into force on 28 November 2025, save for individual provisions.
The list of goods has been updated that are permitted for parallel import (Order No. 2701 of the Russian Ministry of Industry and Trade dated 21 July 2023).
Specifically, the changes have affected perfumes and cosmetics, electronics, plastics articles, automotive components and ferrous metal products.
Certain items have been excluded, while the new ones have been added.
