The Russian Government’s draft decree
Public discussions are now taking place.
The amendments are designed to strengthen the position of a consumer. Specifically:
methods have been determined of how a consumer may file a complaint;
requirements have been stipulated for foreign vendors, as well as a consumer’s right to check quality of a product independently;
guarantees have been introduced in case of a contact-free delivery.
It is planned that the new rules will come into effect on 1 September 2026.
The Russian Government’s Decree No. 54 dated 28 January 2026
Comes into effect on 1 October 2026.
Additional criteria have been approved for intermediary digital platforms, including marketplaces, food delivery, taxi and other services, to be included in the relevant register (which is maintained by the Ministry of Economic Development).
The criteria concern the number of users, vendors and the volume of transactions.
