The draft federal constitutional law
Public discussions are now taking place.
Amendments have been proposed to the Federal Constitutional Law “On the state commercial (‘arbitration’) courts in the Russian Federation” and the Russian Commercial Procedure Code.
It is anticipated that starting from 1 January 2027 the Court for intellectual property rights will, as a court of first level, consider cases concerning compulsory licences.
fines have been increased for the failure to submit information regarding a transaction (No. 562-FZ dated 29 December 2025);
regulations have been adjusted regarding federal/municipal control (No. 567-FZ dated 29 December 2025);
counter-sanctions measures have been extended in the area of public procurement (No. 507-FZ dated 28 December 2025);
the Government’s special powers have been introduced in the sphere of protecting consumers' rights (No. 500-FZ dated 28 December 2025);
the procedure has been regulated for obtaining authorisation to carry out truck haulage (No. 520-FZ dated 29 December 2025).

The effect has been extended for 2026 of the legal provisions stipulating that competent federal executive authorities will be entitled to determine the specific aspects of how permission-based regimes and licensed types of activities be carried out (Decree No. 2202 dated 29 December 2025);
procurement from a single supplier and non-public electronic procedures (Decree No. 2221 dated 30 December 2025).
