Draft federal law No. 1286425-8
The draft has been put before the State Duma.
It has been stipulated that, among things:
the threshold of the starting (maximum) contract price will be raised to RUB 20 million for an electronic request for quotations by 31 December 2027;
the threshold of the starting (maximum) contract price will be raised to RUB 30 million for transactions with small enterprises;
the deadlines will be reduced for competent authorities to approve certain types of procurement;
the material terms and conditions of a contract will be able to be amended in certain cases;
the Ministry of Finance’s clarifications on how legislation concerning contract system should be applied will be given official status.
The Russian Government’s Decree No. 867 dated 10 July 2026
Amendments have been made to the Russian Government’s Decree No. 353 dated 12 March 2022 concerning the specific aspects of permission-based activity.
The simplified procedure has been extended for 2027 for assessing whether a product conforms to technical regulations/ mandatory requirements.
The specific provisions have been extended for a year, until 1 September 2027, of how products should be imported, labelled and declared.
The Russian Government’s Decree No. 820 dated 2 July 2026
The specific aspects have been determined of state control over compliance with requirements in the field of the platform economy. The Federal Antimonopoly Service will check, among other things, whether rules are complied with when:
access is granted to the platforms;
the price is reduced at the expense of sellers;
personal accounts are blocked on the platforms;
the platform is being advanced in the search results.
Moreover, the Government has approved the procedure for operators of digital platforms to check the following:
information that partners publish on a product card (Decree No. 821 dated 2 July 2026);
information regarding vendors or owners of pick-up points (Decree No. 768 dated 20 June 2026).
