DRAFT LAWS
Companies will be able to use e mail as an official address for communications
Draft laws have been drawn up stipulating that an e-mail address
can be used for contacting a legal entity, as well as the
mechanism for transitioning to such a format of communications with third parties. A company will, however, assume the risk of the consequences of not receiving legally significant communications if they have been delivered to its e-mail address.
The transition will be voluntary and companies will be able to reject it in favour of the traditional formats of communication (using a physical address).
The amendments will help legal entities cut their costs when they do not need their own office and can carry out their activity in electronic form.
An agreement with a regulator: adjusting the mechanism
Amendments have been proposed to the Russian Government’s Decree No. 829 dated 31 May 2025 concerning the rules for an agreement to be concluded between a controlled entity and a supervisory authority for violations to be rectified.
It will also be permitted to conclude such an agreement within the framework of state fire supervision, supervision in the field of civil defence and emergency situations, and regional environmental control. The list of persons that may apply for such an agreement to be concluded includes companies engaged in the mineral extraction and processing sectors.
It is planned that the deadline will be extended until 1 March 2027 for applications to be submitted on paper. Moreover, the deadline for submitting an application has been extended from 10 to 30 days.
