regarding particular powers of the Government being delegated to dedicated federal executive authorities; specifically, in such areas as customs regulation and procurement (draft law No. 1110070-8);
toughening migration and tax control over foreign employees (draft laws Nos. 1158407-8 and 1158406-8).
The following draft laws have been submitted to the State Duma:
No. 1175065-8 launching the system for confirming a pending supply of goods (in Russian, abbreviated to ‘SPOT’). The mechanism will be extended to goods imported into Russia from the Eurasian Economic Union by road (exceptions apply). It will require a security deposit to be made and a document draw up pertaining to the forthcoming supply, in relation to such goods. The Government will determine the special provisions of how the SPOT will be applied (the Federal Tax Service will act as the SPOT’s operator). The authorities may extend the system to supplies by other means of transport. It is planned that, starting from 1 April 2026, the mechanism will be implemented on a pilot basis. Amendments have been prepared to the Tax Code regarding how the amount of a security deposit will be accounted for (draft law No. 1174898-8);
No. 1174838-8 regarding navigation seals being introduced for the purpose of international transportation by road and by rail. This refers to the seals placed on all loading spaces (compartments) of a vehicle as well as on tanks, containers and other spaces where such goods are loaded. The Government will determine the procedure for how such seals and the list of categories of cargoes will be applied. The Centre for the Development of Digital Platforms will oversee whether seals are used.
Public discussions are now taking place.
The draft law has the nature of a framework and provides for the following, among other things:
the obligations and responsibility of the parties to relationships involving AI such as developers, system operators, and the owners and users of a service. Cases have been stated when it is required to inform that AI technologies have been used;
a risk-oriented approach to regulating the sphere of AI;
the specific aspects of how IP rights should be managed.
It is planned that the law will come into effect on 1 September 2027.
