The list of resources where it is prohibited to place advertisements may be expanded

Draft federal law No. 652920-8

The draft has been put before the State Duma.

Specifically, a proposal has been made to amend articles 5 and 38 of the Law on Advertising by establishing a ban on the distribution of advertising on information resources:

by a company whose activities have been recognised as undesirable in Russia or that is banned as extremist;

if the access to information resources have been limited in accordance with Russian legislation on information, information technologies and protection of information.

LEGISLATION

Economically significant companies will be fined for a breach of requirements in the sphere of corporate relationships

Federal Law No. 425-FZ dated 22 June 2024

Came into force on 22 June 2024.

In particular, new article 15.23.2 has been introduced in the Russian Code of Administrative Offences. Administrative liability has been stipulated for violating the requirements of Federal Law No. 470-FZ dated 4 August 2023.

The fine will be charged in the following amounts: RUB 200,000 to RUB 400,000 for individuals, RUB 300,000 to 500,000 for officers and RUB 500,000 to 700,000 for legal entities.

Information security services from hostile states have been banned

The Russian President’s Ruling No. 500 dated 13 June 2024

Came into force on 13 June 2024.

Amendments have been made to the Russian President’s Ruling No. 250 dated 1 May 2022 on special measures to ensure the information security of Russia.

Specifically, starting from 1 January 2025, state authorities, strategic enterprises and joint-stock companies, backbone enterprises and legal entities that are subjects of critical information infrastructure will be prohibited from using a service or the work or services of companies from hostile states or controlled by same for the purposes of ensuring information security.

Moreover, the Federal Security Service will establish requirements for the centres of a state-run system for detecting, preventing and liquidating the consequences of computer attacks on Russian information resources and the procedure for accrediting such centres.
