The Russian Government’s Decree No. 1931 dated 27 December /2024
Came into effect on 28 December 2024.
Adjustments have been made to special aspects of permission-based activity in Russia (see the Russian Government’s Decree No. 353 dated 12 March 2022).
For instance, the right has been extended for 2025 of authorised federal executive bodies to issue anti-crisis decisions with respect to individual permission-based regimes, as well as types of activities that are subject to licensing (see paragraph 4 of Resolution No. 353).
The Russian Government’s Decree No. 1875 dated 23 December 2024
Came into force on 1 January 2025, except for individual provisions.
With a view to implementing the provisions of Federal Law No. 318-FZ dated 8 August 2024, measures have been established for banning or restricting procurement of foreign goods under laws Nos. 44-FZ and 223-FZ.

Moreover, a number of the Russian Government’s decrees have been brought into conformity with the rules of Law No. 318-FZ; a number of documents under the list have become void.

Came into effect on 1 January 2025.
The period is extended until 31 December 2025 during which a contract with a sole supplier may be concluded on additional grounds under decisions of the Government or of the supreme executive body of a constituent entity of the Russian Federation, or under a municipal legal instrument (see clause 1 of the Russian Government’s Decree No. 339 dated 10 March 2022).
