It has been proposed that unlabelled products which have been confiscated be channelled for humanitarian purposes

Draft federal law No. 797740-8

Has been passed by the State Duma in the first reading.

It has been proposed that article ‎32.4 of the Code of Administrative Offences be supplemented with a provision regarding the options for using unlabelled products confiscated under a court ruling. If, following an expert survey, such products are found unsafe or unsuitable, they will be destroyed, recycled or disposed of, and if held to be fit for use, they will be channelled for humanitarian purposes. Exceptions have been stipulated for a range of products.

 

Amendments have been developed with a view to fighting cyber crime

The draft has been put before the State Duma.

Amendments have been proposed that are aimed at preventing and combating crimes committed using information technologies.

In particular, to identify and prevent such activities, a special state information system will be created. Suspicious actions will be blocked and information about potential crimes will be sent to law enforcement authorities. Provision has been made for information to be exchanged between the users of the state information system (federal executive bodies, the public prosecutions department, the Central Bank, etc.).

It is intended that the law will come into effect from 1 September 2025, except for individual provisions.

 

LEGISLATION 

The functionality has been expanded of the register of compulsory requirements for business

The Russian Government’s Decree No. 165 dated 15 February 2025

Comes into effect on 18 February 2026.

Amendments have been made to the rules for compiling, keeping and updating the register of mandatory requirements (see the Russian Government’s Decree No. 128 dated 6 February 2021).

Specifically, the following features of the register have been expanded:

  • the register will now enable persons that are subject to state oversight to independently assess, on the public portal of the register, whether they are complying with mandatory requirements and to submit compliance declarations to controlling/supervisory agencies.
  • the part of the register with the above function will be embedded and shown on the websites of controlling/supervisory agencies.
