Public discussions are now taking place.
Amendments have been drawn up to Federal Law No. 44-FZ dated 5 April 2013.
Specifically, it has been proposed that:
a single catalogue of particular products (SCPP) be created;
the procedure be established for small-scale procurement to be conducted based on an e-shop principle. With the use of the SCPP, parties to procurement will generate their bids and customers will set the volume of the procurement, while information systems will automatically select the best bids for the customers;
provision be made for an opportunity to refuse to enter into a contract with a customer/party to procurement;
the requirement be ruled out for security to be provided that the contract will be performed;
information systems be assigned the status of an electronic platform and system operators have the status of an operator of an electronic platform, and that the list of them be approved;
a special type of electronic platforms be maintained for small-scale procurement.
It is planned that the amendments will come into force on 1 January 2026.

In pursuance of article 18.2 of Federal Law No. 38-FZ “On advertising” dated 13 March 2006 (comes into force on 1 April 2025), it has been proposed to adopt the procedure for assessing the compulsory charges for the distribution of advertising on the Internet and to oversee how these charges are paid.
The following have been established, among others: the regularity of payments; the payment deadlines; the list of information to be included in calculations; the procedure for how payments are to be made as well as refunds of amounts paid in excess.
If any facts of incomplete payment are revealed, the regulator Roskomnadzor will be authorised to:
notify the payer of the violations and provide a possibility to substantiate same;
forward a notification of the arrears to be paid; and
collect the arrears through court action.
