Some special powers of the Bank of Russia may be extended

Draft federal law No. 1034179-8

The draft has been put before the State Duma.

Among other things, it has been proposed that the powers of the Bank of Russia that are stipulated by federal laws No. 46-FZ and 55-FZ dated 8 March 2022 and 14 March 2022, respectively, be extended until 31 December 2026, including the following:

  • to suspend (restrict) credit institutions/branches of foreign banks/non-financial organisations from carrying out operations and transactions; to establish standards to curb risks; and to introduce other indicators of how banks are performing;

  • to determine the list of information of Russian/foreign banks which is sensitive to sanctions risk and which the above entities are not required to disclose/submit.

It is planned that the law will come into effect on 1 January 2026.

The Government has adjusted the rules of state control in the following spheres:

The grounds for and procedures of preventive visits have been specified.

It has been stipulated that methods of remote communication, including via the Inspector mobile application, can be used during control measures (field audits, inspections and others).

The opportunity has been extended to enter into agreements to restrict prices

The Russian Government’s Decree No. 1577 dated 14 October 2025

Came into effect on 25 October 2025.

Amendments have been made to the Russian Government’s Decree No. 662 dated 26 April 2023 regarding the right of regions to enter into agreements with business entities to stabilise prices.

The effect of the document has been extended until 31 December 2029.
