The draft has been put before the State Duma.
It has been proposed that the provisions of the Civil Code be clarified concerning a fee for withdrawing from a contract, namely: the amount of the fee and the procedure for paying it will be determined by an agreement of parties. This is, among other things, irrespective of whether or not such a fee is proportionate to the obligation.
The articles of the Code that regulate certain types of agreements and contracts (such as a contractor agreement, a fee-based contract for services, a freight forwarding agreement, etc.) will stipulate that the parties to such agreements are able by themselves to determine other grounds for/consequences of withdrawing from obligations.

The draft has been put before the State Duma.
The draft law has the nature of a framework and provides for the following, among other things:
a risk-oriented approach to regulating the sphere of AI;
a right of the Government to determine the cases when only sovereign/national AI models can be used;
measures of support for developers of such models;
how informational material generated using AI must be labelled;
the requirements for using results of intellectual activity.
It is planned that the law will come into effect on 1 September 2026 (exceptions apply).
Federal Law No. 195-FZ dated 26 June 2026
Amendments have been made to the Law on the industrial policy in Russia, whereby:
the date for launching the technological fee has been postponed until 1 December 2026;
powers have been delegated to the Ministry of Industry and Trade to approve the list of products that are subject to such fee and the size of it;
it is prohibited to put on the market products that are subject to labelling if no such fee has been paid.
