Public discussions are now taking place.
It has been proposed that automatic fines be introduced for the sale of expired goods that are subject to labelling. The fines will amount to RUB 10,000 for individual entrepreneurs and RUB 20,000 for legal entities per each item of expired goods they have sold.
Starting from 1 July 2026, liability for selling expired goods will apply to all goods that must be labelled.

The rules for labelling certain commodity groups (including, among others, footwear, dietary supplements, consumer goods and perfumes) will be supplemented with a new procedure of monitoring manufacturers, to be carried out by the operator of the labelling system for goods. The Ministry of Industry and Trade will approve the monitoring procedure and the criteria for assessing producers.
During the monitoring procedure, the following, among others, will be checked: whether a manufacturer has equipment, employees and has actually manufactured the goods. The results will be submitted to the consumer watchdog Rospotrebnadzor for review. The monitoring checks will be conducted either by visiting a production site or remotely, via the Inspector application.
The Russian President’s Ruling No. 657 dated 17 September 2025
Came into effect on 17 September 2025.
Prohibitions/restrictions introduced by the Russian President’s Ruling No. 100 dated 8 March 2022 with respect to the export from Russia and import into Russia of products/raw materials have been extended until 31 December 2027.
Lists of products/raw materials have been approved by virtue of the Russian Government’s Decrees Nos. 311, 312 and 313 dated 9 March 2022.
