The State Duma has passed in the first reading draft laws according to which:

The list has been expanded of closed competitive ways of determining suppliers

The Russian Government’s Decree No. 1404 dated 19 October 2024

Came into effect on 29 October 2024.

Specifically, it is established that closed competitive ways of determining suppliers are applied for purchases by organisations with respect to which a special procedure is in effect for performing individual types of transactions/operations (the Russian President’s Decree No. 221 dated 29 March 2024). For instance, it may be applied by economically significant organisations.

Moreover, provision has been made for planning such purchases, as well as for placing or not placing information in the Unified Information System.

The rules have been adjusted for maintaining the register of Russian industrial products

The Russian Government’s Decree No. 1376 dated 15 October 2024

Came into effect on 24 October 2024.

Specifically, amendments have been made to the rules:

  • for compiling and maintaining the register of Russian industrial products (see the Russian Government’s Decree No. 719 dated 17 July 2015). A legal entity's legal address and its production premises have been excluded from the category of publicly available information in the register;
  • for creating, operating and enhancing the state information system relating to industry (see the Russian Government’s Decree No. 757 dated 25 July 2015). The objectives of the state information system and how its components are composed have been expanded. The provisions have been made more specific relating to the purposes of the catalogue and a digital datasheet of industrial products.
