A procedure is coming into force for assessing damage to the atmosphere caused by stationary sources Pepeliaev Group advises that on 16 February 2021, the Procedure comes into force that sets the rules for assessing damage caused by emissions of polluting substances into the atmosphere from stationary sources on these sites.

Rules have come into effect for the compensation of damage from spills of oil and oil products
Pepeliaev Group advises that, on 1 January 2021, Russian Government's Resolution No. 2295 dated 28 December 2020 came into effect to establish specific rules for compensating damage from the spills of raw hydrocarbons and hydrocarbon products.

A new recording procedure in the area of waste management has been adopted
Pepeliaev Group advises that since 1 January 2021 a new recording procedure in the area of waste management has been in effect. The previous recording procedure in the area of waste management has been repealed starting from the above date pursuant to Resolution No. 1496 of the Russian Government dated 18 September 2020, which was issued as part of the “regulatory guillotine”.

New rules for drawing up certificates for waste of hazard classes I-IV

Pepeliaev Group advises that 1 January 2021 saw the entry into force of Order No. 1026 of the Russian Ministry of Natural Resources and Environment dated 8 December 2020 “On approving the procedure for issuing certificates and the standard forms of certificates for waste of hazard classes I-IV”.

The Government has approved new rules for preventing and remedying spills of oil and oil products

Pepeliaev Group advises that Resolution No. 2451 of the Russian Government dated 31 December 2020 (the "Resolution") has been published on the official legal portal. The Resolution clarifies the obligations of certain persons in connection with possible spills of oil and oil products.

On 1 january 2021 a new procedure comes into force for conducting a state environmental expert review

Pepeliaev Group advises that Resolution No. 1796 of the Russian Government “On approving the Regulations on the conducting of a state environmental expert review” dated 7 November 2020 (the "Resolution") that will come into force on 1 January 2021 was published on the official legal information portal on 11 November 2020.

Amendments are being prepared to the legal treatment of lands within the borders of specially protected natural territories Pepeliaev Group advises that the State Duma of the Federal Assembly of the Russian Federation is reviewing in the first reading two draft laws that eliminate the restrictions on transactions with land plots within the borders of specially protected natural territories (SPNT) and vest the Russian Government with powers to change the borders of national parks.

A law on the new requirements for preventing and liquidating spills of oil and oil products has been adopted

Pepeliaev Group advises that, on 13 July 2020, Federal Law No. 207-FZ “On amending article 46 of the Federal Law ‘On environmental protection’ and certain items of Russian legislation”  was published. This Federal Law introduces from 1 January 2021 new obligations for persons engaged in activities connected with the extraction, production, storage and sale of raw hydrocarbons and products made from them.

Pepeliaev Group advises that on 6 June 2020 the Rosprirodnadzor’s Administrative Regulation (the ‘Regulation’) came into force. The Regulation establishes the procedure for approving the standards for generating and the limits for disposing of waste for facilities of category I.

Changes in the legal regulation of waste treatment
