Pepeliaev Group informs that the Russian Ministry for Regional Development approved on 21 October 2009 Order No. 480 on amendments to Order No. 274 of the Russian Ministry for Regional Development dated 9 December 2008 “On Approving the List of Types of Work on Civil Engineering Surveys, on the Drafting of Design Documentation, Construction, Reconstruction and Major Repairs of Capital Construction Projects, Which Affect the Safety of the Capital Construction Projects”.
These amendments expand the list of work on civil engineering surveys, the drafting of design documentation, the construction, reconstruction and major repairs of capital construction projects that affect the safety of said projects.
As in the past such work may only be performed by legal entities and sole traders, which have obtained a special competency certificate for such work issued by a self-regulating organisation.
The list includes, inter alia, surveys of the structural components of buildings and facilities and the organisation of work performed by a legal entity or sole trader (chief designer) employed under contract by the developer or client to draft design documentation.

The amendments clarify that the list does not include any work relating to the drafting of design documentation, the construction, reconstruction and capital repairs of individual residential premises (standalone residential buildings of not more than three floors intended for two families at most).
