The specific provisions of permission-based activity will be extended

The Russian Government’s Draft Decree

Amendments have been drafted to the Russian Government’s Decree No. 353 dated 12 March 2022.

It has been proposed that the federal executive authorities’ powers be extended for 2027 to determine the specific provisions of permission-based regimes and licensed types of activity. Special rules will apply to, among others, such spheres as industrial safety, the use of subsoil resources, the production/sale of alcohol products and the circulation of medicines.

Until 31 December 2029, the authorities will be entitled to decide not to publish on the Internet certain information from the registers of licences.

 

LEGISLATION

The Russian President has:

  • clarified the rules for exporting cash roubles from Russia (Ruling No. 706 dated 29 September 2026). The list has been adjusted of countries to which export of Russian roubles is prohibited. The list of exemptions has also been expanded when the prohibition does not apply;

  • extended until 31 December 2028 the ban/restriction on importing into Russia certain types of agricultural products, raw materials and food products from states that have introduced sanctions or joined them (Ruling No. 665 dated 17 September 2026);

  • approved the list of information within the fuel and energy sector access to which is restricted (Ruling No. 686 dated 28 September 2026). On the list of such information are: data regarding the export of goods, the volumes of products processed or produced by Russian oil refineries and the volumes of petroleum products sold at exchange auctions.

A moratorium on inspections has been established for production facilities damaged through attacks

The Russian Government’s Decree No. 1238 dated 25 September 2026

Amendments have been made to the Russian Government’s Decree No. 336 dated 10 March 2022 concerning specific aspects of central/municipal government control.

A special inspection regime has been established until 1 October 2027 with regard to production facilities that have sustained damage as a result of attacks employing weapons from the start of 2026.

No scheduled control (supervisory) measures will be carried out in relation to such facilities. Non-scheduled measures will be conducted exclusively on the established grounds. Mandatory preventive visits will also be restricted.
