The rules have been updated for approving transactions with foreign investors

Federal Law No. 51-FZ dated 8 March 2026 has been signed to introduce new categories of parties and assets within the scope of Law No. 57-FZ regarding foreign investments.

Specifically, the following have been included within the framework of regulation:
  • not-for-profit organisations that are engaged in strategic types of activity;
  • transactions under which foreigners acquire property in state or municipal ownership, provided that such property is classified as production assets of strategic enterprises.
Other amendments include: 
  • new requirements for beneficial owners to disclose information for the transaction to be approved by the antitrust regulator;
  • alignment of procedures of the Federal Antimonopoly Service and the Government Commission.

The digital transport and logistics platform GosLog is being created

The Russian Government’s Decree No. 139 dated 14 February 2026

GosLog will integrate digital logistics services and will serve as a ‘one-stop-shop’ for permits and shipping documents to be issued to carriers. This will enable business to increase the speed and volume of deliveries of goods.

The monitoring will be digital, along the entire route of the cargo, from the consignor to the consignee.

GosLog comprises various sub-systems: "Digital transport certificate", “Mechanisms of a ‘one-stop-shop’", "Digital profile of a member” and others.

The list has been approved of standard industry-specific facilities of critical information infrastructure (CII)

The Russian Government’s Instruction No. 360-r dated 26 February 2026

The list contains 14 sections concerning, among others, healthcare, telecommunications, fuel and energy sector, financial market, mining, metallurgical and chemical industries.

Typical CII facilities have been allocated based on the types of activities that CII subject carry out in accordance with the Russian Classification of Economic Activities (OKVED). The standard processes have been identified that such CII facilities carry out.
