Restrictions and measures of state support for business: the digest for 27 July - 9 August 2026

LEGISLATION

Laws have been signed:

  • No. 3-FKZ dated 4 August 2026 regarding the legal positions of the Russian Supreme Court being taken into account in court practice;

  • No. 280-FZ dated 4 August 2026 expanding the instruments for monitoring prices for foodstuffs. The Government will approve the list of federal executive authorities that will be authorised to obtain from the Federal Tax Service information regarding business entities engaged on the food market. The data will be used for monitoring, assessing and analysing the dynamics of prices for foodstuffs;

  • No. 279-FZ dated 4 August 2026 streamlining public procurement. It has been stipulated, among other things, that: (i) the threshold of the starting (maximum) contract price for an electronic request for quotations will be raised to RUB 20 million, with the threshold price of contracts with small businesses being increased to RUB 30 million; (ii) the deadlines will be reduced for competent authorities to approve certain types of procurement; and (iii) it will be possible to amend material terms and conditions of a contract in certain cases;

  • No. 295-FZ dated 4 August 2026 establishing administrative liability if an operator fails to comply with the requirements of a digital platform and if the rules are violated for placing offers for the sale of goods;

  • No. 319-FZ dated 4 August 2026 adjusting the procedure for having international companies redomiciled and extending the special mechanisms of corporate regulation with regard to economically significant enterprises (see Pepeliaev Group's comment);

  • No. 282-FZ dated 4 August 2026 regarding digital currencies and digital rights (see Pepeliaev Group's comment);

  • No. 331-FZ dated 4 August 2026 regarding the rules for suspending/banning the sale of harmful products by using the state information system to track and trace the circulation of goods;

  • No. 330-FZ dated 4 August 2026 regarding the Government delegating some of its powers to the level of specialised federal executive bodies, specifically, in the field of environmental protection, customs regulation and standardisation.

The special rules have been supplemented for settlements with regard to deposits

The Russian President’s Order No. 550 dated 4 August 2026

The special procedure of how obligations should be performed to certain foreign creditors (Order No. 95 dated 5 March 2022) does not apply to bank deposits made by:

  • foreign individuals;

  • branches, representative offices and other standalone units of foreign entities provided that they are registered in Russia.

It has been stipulated that they will be entitled to receive monetary funds in Russian roubles which have been deposited on type ‘C’ accounts over the period from 1 June until 4 August 2026.
