Counter-sanctions measures are planned to be extended

The draft federal law

Amendments have been drafted to Federal Law No. 46-FZ dated 8 March 2022 regarding special regulation against the backdrop of sanctions.

It has been proposed that the Government's powers be extended for 2027 to establish specific aspects of, among other things:

• the import into Russia of goods that are subject to mandatory confirmation of conformity;

• state control (oversight) or municipal control;

• permission-based regimes (licensing, accreditation, attestation, state registration and similar);

• applying the mechanism of parallel import;

• the entry into force of statutory regulations setting out mandatory requirements.

The Government is planning to:

• approve new rules for how the disposal of an exclusive right to a result of intellectual activity or means of identification should be registered with state authorities. The regulations have been adjusted relating to transactions involving rightholders from unfriendly states;

• update the procedure for labelling goods. Among the amendments are: updating the procedure for registering market players and the electronic exchange of documents; regulating how information is exchanged between the Ministry of Economic Development, the Federal Customs Service and the consumer watchdog Rospotrebnadzor; and distinguishing between the cases when products are labelled outside production or when imported.

LEGISLATION

The approval procedure has been streamlined for procurement from a single supplier

The Russian Government’s Decree No. 1140 dated 7 September 2026

The Government’s Decree No. 961 dated 30 June 2020 has been adjusted.

The amendments include:

• the period has been reduced from 8 to 5 business days for the Federal Antimonopoly Service to approve an agreement with a single supplier;

• the list has been supplemented of the grounds on which approval of such an agreement will be denied; specifically, when a ban has been violated on procuring foreign goods.
