Monitoring the Russian Justice Ministry’s enforcement of the law

Pepeliaev Group and the Russian Justice Ministry have signed an agreement to work together to monitor the enforcement of the law.

Under the agreement, Pepeliaev Group and the Justice Ministry will create joint working groups on the issue of monitoring the enforcement of the law, will arrange consultations and exchange information regarding the monitoring of the enforcement of the law and the results of that exercise, and will be involved in preparing and holding an annual academic and practical conference on the state of legislation and the enforcement of it.

The legal basis on which the parties will work together is Presidential Decree No. 657 dated 20 May 2011 On monitoring the enforcement of the law in the Russian Federation, along with the Government’s Resolution No. 694 dated 19 August 2011 On approving the methodology for monitoring the enforcement of the law.

The involvement of the firm’s lawyers in developing legislation will mainly take the form of working as independent experts who identify a problem, put forward the reasons for it and propose a solution that takes account of the interests of all stakeholders. Over the past decade, the work undertaken by the firm’s lawyers to improve legislation has encompassed working as experts on more than 50 draft laws and regulatory acts of ministries and public authorities, such as: the Tax Code, the Civil Code, the Budgetary Code, the Customs Code, and laws concerning the struggle with piracy online, the so-called ‘green corridor’ regarding high-tech exports and imports, hosting the 2018 football World Cup, and hosting the 2014 Winter Olympics in Sochi, among others.
