Alexey Konevsky, Pepeliaev Group’s Head of Real Estate and Construction, has been elected a partner of the firm.
Alexey graduated from St Petersburg State University in 1999. In 2006, he studied International Transactions and the Taxation of International Transactions as part of the summer program of the University of San Diego (USA) in Paris. Between 2007 and 2009, he worked as a senior associate in the Moscow office of law firm Hannes Snellman, where he headed the real estate, construction and investment projects practice. Between 2005 and 2007, he was deputy head of the legal department at investment group ESN Group, while from 2004 to 2005 he headed the legal department at OOO Rusenergosbyt. In 2003, he was the senior legal adviser at OAO Kolenergo, while between 1999 and 2003 he was the senior legal adviser at OAO Promyshlenno-Stroitelny Bank.
In 2009, Alexey Konevsky was named head of Pepeliaev Group’s Real Estate and Construction Practice. Over the three-and-a-half years since then, Alexey has succeeded in expanding the range of services we offer more than threefold, with a corresponding increase in the numerical strength of the team. The lawyers in this practice area provide support on projects across a range of sectors, including real estate, construction, mining, pipeline and railway transport, electricity and infrastructure; they also handle the implementation of investment projects. The practice’s clients include, among others, Shtokman Development AG, Hals Development, Hines International, Dresdner Bank, MICEX, and Omya Russia.
The Pepeliaev Real Estate and Construction Practice won the 2011 Real Estate Market Records Award, earning recognition as the best among law companies that specialise in legal support for real estate.
Alexey takes part every year in business events and conferences at MIPIM, the major international real estate convention, in Cannes.
Alexey Konevsky has been in charge of and directly involved in a range of important projects in Russia, acting for both Russian and foreign investors. These include:
• Providing legal support for the acquisition of the Peking Hotel (a historic building in central Moscow), with a total area of 25,887 sq.m. acting for Sistema Hals. Pepeliaev Group’s lawyers conducted integrated legal due diligence on the facility, structured the transaction and drafted the documentation. This was one of the most significant projects on Moscow’s real estate market. This required specific legal knowledge in the area of properties of cultural heritage, enabling us to gained experience of working in this area.
• Providing the full range of Russian law services to Shtokman Development, the operator of the project to develop the Shtokman deposit. Pepeliaev Group’s lawyers checked and drafted contracts for design, logistical supplies and construction; provided legal support in relation to issues that constituted state secrets; and advising the client on the main amendments to legislation. Moreover, Pepeliaev Group’s experts supplied legal commentary on issues relating to land law, construction and state regulation, these relating among other things to the necessary infrastructure to implement the project, to obtaining rights to develop land plots, to the construction of facilities on the continental shelf, and to structuring the project. The client also received advice on liability for violating environmental protection regulations.
• Acting for Hines International, headquartered in the USA and a leading international player in the construction of commercial real estate, Pepeliaev Group’s lawyers provided legal support in the development of the Belaya Dacha Park neighbourhood in the Kotelniki Dsitrict of Moscow Region. Our lawyers advised the client on investment, construction and land use issues; they drafted contractor agreements and lease contracts for premises in class A office buildings.
