The Russian Labour Code regime for resolving collective labour disputes has been amended 5 December 2011 saw the entry into force of Federal Law No. 334-FZ dated 22 November 2011 On amending the Russian Federation Labour Code to improve the regime for resolving collective labour disputes. This Law amends the Russian Labour Code in terms of both the time limits and procedure for examining and resolving collective labour disputes.

Labour protection: New rule for assessing individual workplaces and increase of liability Pepeliaev Group advises that a number of laws and regulations have been adopted that amend labour protection rules. In particular, a new procedure for assessing individual workplaces for compliance with labour safety rules has been adopted and a draft law on increasing the criminal and administrative liability for violating the labour protection requirements has been introduced.

NEW VERSION OF THE LAW 'ON PERSONAL DATA' PROTECTS THE RIGHTS OF PERSONAL DATA OPERATORS Group advises that the Russian State Duma has passed in its third reading draft law No. 282499-5 On amending the Federal Law 'On personal data'. The legislative body is proposing a fundamentally new, more user-friendly , text of the law, which will clarify and simplify many provisions of the current legislation concerning personal data.

The issue of quotas for employing foreign nationals in 2012

On migration records for foreign citizens and stateless persons in the Russian Federation As we advised in our migration alert of 1 March 2011, Federal Law No. 385-FZ “On amending certain laws of the Russian Federation” entered into force on 15 February 2011. The law introduced amendments to the procedure for the registration of foreign citizens for migration purposes. We also noted that the State Duma was considering a draft law that would restore some of the previous procedures of migration registration, albeit modified to some extent.

Changes in the Employment Conditions of Foreign Citizens Pepeliaev Group hereby informs on changes in the conditions of employment of foreign citizens: the list of positions not subject to the employment quotas has been extended; starting from 1 January 2011 the inviting party is no longer required to pay a filing fee to register foreign citizens for migration purposes.

Simplyfied procedure for employing highly-skilled foreign professionals

Pepeliaev Group hereby informs that Federal Law No. 86-FZ “On Amendments to the Federal Law ‘On the Legal Status of Foreign Citizens in the Russian Federation’ and Specific Legislative Acts of the Russian Federation” was adopted on 19 May 2010. The Law introduces numerous amendments that enter into force from 1 July 2010, including a simplified procedure for employing certain categories of foreign professionals.
