What he specialises in

Konstantin specialises in resolving tax disputes, and for more than 25 years he has been providing legal support to clients when conflicts that need to be settled in court either occur or are threatened. He also has a significant track record of settling disputes out of court.
Konstantin is an attorney-at-law (a member of the Board of the Moscow Region Chamber of Attorneys), and has been awarded the second class medal of the Russian Chamber of Attorneys “For protecting the rights of individuals”.

In 2005, he defended his PhD thesis in the Constitutional and Municipal Law Department of Lomonosov Moscow State University. Konstantin has authored 10 monographs and more than 240 academic articles regarding problems of tax, customs, administrative and constitutional law. These have been published in ezh-Yurist newspaper, the journals Nalogoved and Tax Disputes, and elsewhere.

He is a permanent delegate of the annual academic and practical conferences, workshops and other educational events organised under the auspices of Nalogoved journal and Pepeliaev Group.

His main achievements

Konstantin’s major projects include, among others:

  • successfully represented a taxpayer (a major steel enterprise) in the Russian Supreme Court in challenging resolutions of the Russian Government;
  • successfully represented a taxpayer (the largest international oil company) in the Russian Supreme Court in having judicial acts and decisions of commercial courts cancelled;
  • drafted successful appeals of taxpayers to the Russian Constitutional Court.
