Ilya heads the Antitrust Practice at Pepeliaev Group, advising clients and representing their interests in the most significant disputes with the antitrust authority and competitors.
He has extensive experience of providing legal support to Russian and international clients on all matters of competition law within the competence of the Federal Antimonopoly Service of Russia (the FAS of Russia). This includes cases involving the establishment of monopolistically high prices, the state regulation of prices, and cartels.
Among Ilya’s most significant recent projects are:
concluded a settlement agreement with the FAS of Russia in a precedent-in relation to a dispute concerning the recovery of more than RUB 3 billion to the state budget further to an order of the antitrust authority;
successfully represented a leading telecommunications company in disputes over whether monopolistically high prices had been established;
conducted pre-trial negotiations and resolved precedent-setting disputes with a number of major banks regarding the recovery of losses from a client owing to alleged violations of antitrust legislation;
mitigated risks arising from the antitrust authority’s allegation that the client had participated in a cartel in bidding processes;
successfully challenged before the Russian Supreme Court a decree of the Russian Government relating to tariff regulation.
Ilya is recommended in the individual Pravo-300 ranking in the Antitrust Law category. He has also been recognised as part of teams recommended by the Legal 500 and Chambers Europe international rankings.
He has participated in developing initiatives in the field of antitrust legislation and compliance, receiving a letter of appreciation for this from the FAS of Russia for his contribution to legislative activities.
