Due to an increase in COVID-19 infections nationwide, the President recently announced a period of non-working days in Russia during the period from 28 October 2021 to 7 November 2021.

During this period, the work of all enterprises and organisations (including trade, services, public catering, sports, culture, recreation, etc.) on the territory of Moscow was suspended, except for organisations that ensure the functioning of urban infrastructure, enterprises of a continuous cycle and certain others, whose activities cannot be terminated.

A similar requirement was introduced in other provinces of Russia; in several areas the non-working days started earlier than October 28, while in other sections of the country, the period was prolonged until 14 November 2021 (for example, in the Tomsk and Novgorod regions).

Moscow authorities noted a decrease in the number of COVID-19 cases. As a result, they have decided not to re-introduce another non-working days period; they are however, currently developing a system of mandatory QR-codes for visiting most public places.

Key Action Points for Human Resources and In-house Counsel

Some regions of Russia can extend the regime of non-working days depending on the epidemiological situation. You can check the latest changes in the regulation on the websites of the regional governments. Please be sure to also monitor the regional requirements for employers, as practically all regions have enacted specific requirements in order to organise the vaccination of employees and/or transfer part of the team to remote work.
