Pepeliaev Group successfully holds a panel within the Krasnoyarsk Economic Forum

On 27 February 2014, Pepeliaev Group held, within the Krasnoyarsk Economic Forum, a panel dedicated to: "What the Krasnoyarsk Region should do to become an investment leader for Russian and global businesses."

At the panel session, experts, representatives of business and state authorities exchanged opinions on how to improve the Region's position in the national ratings for investment climate and what tools should be implemented to support entrepreneurs.


Tatyana Lvova, Head of the Department for Improving Business Conditions at the Government of Moscow, who is responsible for promoting the Russian capital in the international Doing Business rankings, has stressed that the subject addressed during the panel session is relevant not only within the context of moving the Krasnoyarsk Region up the national ratings. It also matters from the viewpoint of assessing the efforts of regional authorities which are trying to create favourable conditions for investors and ensure that they operate efficiently.

Svetlana Lenivkina, Head of the Department of Regional Development and International Cooperation of Autonomous Non-Profit Organisation "Agency of Strategic Initiatives to Promote New Projects", has pointed out that regional authorities should concentrate on the opportunities which federal laws grant to them but which are  not sufficiently used at present. This is particularly relevant in the area of urban-planning law.

According to Ms Lenivkina, special attention should be paid to dialogue between the authorities of a constituent entity and the municipalities which are a part of it, especially in the area of land relationships. Here, the opportunities and interests of an investor largely depend on the speed and cost of obtaining permissions.

Sergey Pepeliaev, Managing Partner of Pepeliaev Group, chaired the panel session. Commenting on the initiative to establish a national ratings system, Mr Pepeliaev stressed that not only investors but also the country's authorities will use this instrument to assess the efforts made by regional teams to implement national business initiatives. For this reason, it is crucial to make sure that a region is included in the directory and do the utmost to be worthy of place in it.

Further to the panel session, proposals were submitted concerning the measurement which will form the basis of conclusions about the investment climate in the region. These opinions will be sent to all those who are interested in improving the position of the Krasnoyarsk Region in the national ratings and who are capable of helping to drive this forward.

Other participants of the panel session were Olga Rukhullaeva, Minister for Investments and Innovations of the Krasnoyarsk Region; Egor Lysenko, Head of the Siberian Office of Pepeliaev Group; Alexey Konevsky, Partner, Head of the Real Estate and Construction Practice; and representatives of Krasnoyarsk businesses: Alexey Lvov, Financial Director of "Lesosibirsky LDK No.1" OJSC and others.
