Sergey Pepeliaev, Managing Partner at Pepeliaev Group, has joined the Dispute Resolution working group of the Agency for Strategic Initiatives (ASI).
Mr Pepeliaev will take part in developing updated approaches to dispute resolution and in promoting mechanisms of alternative dispute resolution.
Within the context of the group’s activities, its first meeting has already been held. It took place after the Government approved the National Model of Target Conditions for Doing Business and effectively marked the starting point of a large-scale reform of Russian dispute resolution mechanisms, with out-of-court procedures to be developed.
The Dispute Resolution working group is one of 11 groups established under the auspices of ASI. Its members include representatives of ASI, the Russian Ministry of Economic Development and the Russian Ministry of Justice, as well as business associations, major companies, and prominent legal experts. The Russian Ministry of Economic Development is coordinating the Dispute Resolution roadmap.
Background
Sergey Pepeliaev has been deeply involved for more than 35 years in matters relating to the taxation of companies and individuals, as well as to investment activity, and judicial proceedings.
As a practitioner, he has defended the rights and interests of companies in some of the largest and most significant court disputes before the Russian Constitutional Court, the Russian Supreme Court and commercial courts. These have included cases concerning whether additional assessments of taxes and levies were lawful, the repeal of instruments of the Russian Government and of ministries and agencies that do not comply with the law, and the repeal of unconstitutional legislative provisions.
