Sergey Pepeliaev Spoke at the “YurSlet” All-Russian Youth Legal Forum

On 5 September, Sergey Pepeliaev, the Managing Partner at Pepeliaev Group, took part in the “YurSlet” All-Russian Youth Legal Forum, organised by the Association of Lawyers of Russia in conjunction with O.E. Kutafin Moscow State Law University (known by the abbreviation MSAL). The forum brought together more than 150 students from various law schools across the country. Its aim was to strengthen inter-university cooperation, introduce young lawyers to practitioners in the legal market, and share advanced knowledge and experience.

Sergey Pepeliaev took part in sessions dedicated to the work of lawyers in public authorities and administration, and to reform of the legal profession. He also delivered his own lecture entitled “The Glitter and Misery of Tax Progression”. He outlined the history and theoretical basis of progressive taxation, the parameters of progression, and its weaknesses. He devoted particular attention to the ineffectiveness of progression in the absence of family taxation and a developed system of benefits.

“Actual progression can also be achieved under a flat tax rate, provided that a system of allowances and deductions is in effect for the least protected groups of the population. This approach is implemented in modern Italy, where it is regarded as more consistent with both legal and economic realities.”
