Konstantin Sharlovskiy took part in a round table of the Association of Russian Pharmaceutical Manufacturers

On 24 November Konstantin Sharlovskiy, Head of the Life Sciences Practice at Pepeliaev Group, took part in a round table of the Association of Russian Pharmaceutical Manufacturers dedicated to the topic “Legal regulation of the interaction between manufacturers and the retail sector. Bonuses: a step forward or a step back?”

The event was organised as part of Apteka 2021, the 28th International Specialised Forum and Exhibition, and was held at the Skolkovo Innovation Centre.

The round table addressed issues of the Russian State Duma reviewing a draft law to limit the amount of marketing payments from manufacturers of medicines to pharmacy chains. Konstantin Sharlovskiy analysed the reasons behind the draft law and specified the aspects of the law that possibly need to be revised with a view to mitigating the negative consequences of the additional regulation. Such aspects involve preventing the conditions for low-end medicines to be washed out from pharmacy shelves, and preventing an increase in retail prices for medicines that are not classified as vital and essential.

The participants of the round table also included: Viktoria Presnyakova, Director of the Self-regulating Organisation Association of Independent Pharmacies and Head of the Alliance of Pharmaceutical Associations; Nelly Ignatieva, Executive Director of the Russian Association of Pharmacy Chains; Sergey Shulyak, General Director of DSM Group; Olga Smaznaya, Deputy Commercial Director of Akrikhin JSC; and Igor Rachkov, Finance Vice President of Akrikhin JSC. Viktor Dmitriev, General Director of the Association of Russian Pharmaceutical Manufacturers and Chairman of the Public Council of the Russian Federal Service for Surveillance in Healthcare, was the moderator of the event.
