What he specialises in

Alexander specialises in customs law, currency law and foreign trade regulation, including the WTO rules. For over 25 years he has been providing legal assistance to clients in customs and foreign trade regulation matters, including those that involve challenging both in and out of court the decisions of the customs and other state authorities as well as regulations, including before the Court of the Eurasian Economic Union.

Alexander worked for the customs authorities for over 6 years, including in leadership positions at the Legal Department of the Federal Customs Service. He has ministerial awards and commendations. Before the customs authorities Alexander worked at the Barshchevsky & Partners bar association for 2 years. After the Federal Customs Service Alexander was employed by Deloitte & Touche where he worked for 3.5 years in the position of a senior manager, and subsequently, he joined Pepeliaev Group.

His main achievements

Alexander’s professional background includes defending clients in more than 400 cases for major Russian and international companies.

Alexander's major projects include:

• developing a regulation regarding the industrial assembly regime for major car manufacturers and assisting six companies in entering into contracts;

• providing legal support when the Commission of the Customs Union (the Eurasian Economic Commission) issued a decision to single out a code under the Commodity Classification for Foreign Trade with a zero import duty rate with regard to the equipment for the car manufacturing purposes and to reduce and extend the import duty rate applicable to compressors;

• Alexander was requested by FIFA to develop three Decisions of the Eurasian Economic Commission, a Federal Law and a Resolution of the Russian Government that have simplified to the maximum extent the import and compliance with the customs formalities with regard to the goods necessary for holding the World Cup.

Alexander Kosov is a member of the Expert Advisory Board for the implementation of customs policy at the Russian Federal Customs Service.

He has been awarded with the anniversary “25 years of the Federal Customs Services” medal “For actively participating in promoting the best customs traditions”.

Alexander is noted in the individual rating Pravo.ru-300 as the “Recommended Lawyer.
