Pepeliaev Group advises that Resolution No. 102 of the Russian Government “On restricting the admission of certain categories of medical devices originating in foreign countries for the purposes of procurement for state and municipal needs” dated 5 February 2015 (the “Resolution”) was published on 6 February 2015 on the official legal information portal (www.pravo.gov.ru).
Pepeliaev Group advises that the State Duma has accepted for consideration a draft law under which, if licences to produce and circulate ethyl alcohol, alcohol and products containing alcohol are revoked, or are terminated early after being suspended, a replacement may be obtained only after a year has elapsed. Provision is made for other equally substantial amendments. These cover situations when the production and circulation of alcohol is not properly declared, and when a licence is reissued further to a reorganisation.
Pepeliaev Group advises that on 1 October 2015 Federal Law No. 39-FZ dated 22 April 1996 "On the securities market" (the "Law") will be amended. The amendments concern activities of foreign financial institutions on the securities market in Russia and regulating dealer operations on the over-the-counter Forex market.
Pepeliaev Group advises that on 1 July 2015 the amendments to the Bankruptcy Law will be enacted in connection with rehabilitation procedures being implemented for debtors who are individuals. Lending institutions should consider the implications of these new provisions being enacted when granting loans to individuals.
Pepeliaev Group advises of a proposal that the requirement for mandatory registration of information in the Unified State Automated Information System be extended. Under the proposal, the requirement would also apply to producers of beer, beer-based beverages, cider, perry and mead, companies that buy, store and supply (including importing) alcohol products and products containing alcohol, as well as to retail sellers of alcohol products.
