Russian constitutional court referred to incomplete information in the Realty Register
Pepeliaev Group advises that in pursuance of a decision of the Russian Constitutional Court, federal legislators must include in the Realty Register (Unified State Register of Rights to Real Estate and Transactions) information regarding such encumbrances as third parties' rights to real estate.

State regulation of prices has been introduced for certain types of medical devices

Extension (until 31 December 2015) of the term of the industry tariff agreement for companies in the oil refinery industry and in the system for supplying oil products in Russia
At the federal level in Russia, an Industry Tariff Agreement (the "Agreement") was adopted for 2012-2014 for companies in the oil refinery industry and in the system for supplying oil products in Russia. The Agreement sets additional obligations and automatically extends to companies in Russia's oil refinery industry.

Substantial legislative amendments are being prepared with a view to placing restrictions on the issuing of licences to produce and circulate alcohol, and to make liability harsher if the production and circulation of alcohol is not duly declared
Pepeliaev Group advises that the State Duma has accepted for consideration a draft law under which, if licences to produce and circulate ethyl alcohol, alcohol and products containing alcohol are revoked, or are terminated early after being suspended, a replacement may be obtained only after a year has elapsed. Provision is made for other equally substantial amendments. These cover situations when the production and circulation of alcohol is not properly declared, and when a licence is reissued further to a reorganisation.

Regulating dealer activities on the Forex market and foreign organisations operating on the securities market
Pepeliaev Group advises that on 1 October 2015 Federal Law No. 39-FZ dated 22 April 1996 "On the securities market" (the "Law") will be amended. The amendments concern activities of foreign financial institutions on the securities market in Russia and regulating dealer operations on the over-the-counter Forex market.

Bankruptcy of individuals as a new factor for credits to be issued
Pepeliaev Group advises that on 1 July 2015 the amendments to the Bankruptcy Law will be enacted in connection with rehabilitation procedures being implemented for debtors who are individuals. Lending institutions should consider the implications of these new provisions being enacted when granting loans to individuals.

There is a proposal to expand the list of companies whose production and sales volumes must be registered in the Unified State Automated Information System
Pepeliaev Group advises of a proposal that the requirement for mandatory registration of information in the Unified State Automated Information System be extended. Under the proposal, the requirement would also apply to producers of beer, beer-based beverages, cider, perry and mead, companies that buy, store and supply (including importing) alcohol products and products containing alcohol, as well as to retail sellers of alcohol products.
